Why the windows are not 90 minutes

Daylight and night are divided into eight each, but separately. Away from the equinox the two spans are different lengths. So a day Choghadiya and a night Choghadiya on the same date rarely last the same time. Dividing by sunrise instead of by the clock is the whole point of the system. It is also why the answer changes when you change the city.

Good, neutral, avoid

Amrit, Shubh and Labh are traditionally counted favourable. Chal is neutral. Udveg, Kaal and Rog are the ones people schedule around. Those labels are convention, fixed by the weekday. They are not read from the sky. The division itself is exact. The naming is inherited.
