A convention, not an observation
Rahu has no body to observe. It is the point where the Moon's path crosses the Sun's, and physically it is nowhere near this part of the day. Rahu Kaal is a scheme for dividing daylight, inherited and widely followed. The division we compute is exact, from real sunrise and sunset at your coordinates. Assigning an eighth to a weekday is tradition, and we would rather say so than dress it up.
Why 4:30pm is the wrong answer
Printed cards that give one fixed slot per weekday are assuming a twelve-hour day somewhere near Delhi. In Mumbai on this date the daylight span makes each eighth about 91 minutes, and it drifts through the year. A city and a date are the minimum needed to answer this at all.
