The favourable houses differ for each graha, and the imbalance is the point. Venus counts favourable in nine houses of twelve. Saturn in only three. So “not counted” is the ordinary case, not a warning. On a typical day, two or three of the nine are favourable for any sign.

Why some favourable placements do not count

The classical table has a second half. A graha in a house the table likes gives nothing while another graha sits in the paired house — vedha, meaning obstruction. Saturn in your 3rd is favourable, but not while something stands in your 12th. This reading applies that pairing to all nine grahas.

There is a further rule, vipreet vedha, where an obstruction cancels a difficult placement instead. The texts state it as a principle rather than a table. The sources do not agree on one table, so we do not count it here.
