Why is the panchang different for each city?

Tithi, nakshatra and yoga depend only on the instant, so their end times are the same worldwide. Everything anchored to sunrise is not. The Vedic day runs sunrise to sunrise, and sunrise depends on latitude and longitude. Two cities can sit on different tithis at the same clock time, and their Rahu Kaal will differ by more than an hour. A panchang without a place is not really a panchang.
